June 9, 2003
CALL TO ORDER AND PLEDGE OF ALLEGIANCE: Supervisor Douglas Sherk, at the Eagle Harbor Community Building in Eagle Harbor, called the regular meeting of the Eagle Harbor Township Board to order at 7:00 p.m. on June 9, 2003. Supervisor Sherk led the Pledge of Allegiance.

SUPERVISORS REMARKS AND CORRESPONDENCE
:
- Beach Posting & Water Testing
- Signs are in place at the beach and Health Department will be testing the water at the beach on Wednesday, June 11, 2003
- Support of Hunters Point Letter was sent to Grant Township in support of their acquisition of Hunters Point.
- Land Updates Doug Sherk provided updates on:
- Long Lake Refuge 2,
- NAWCA Phase IV
- Eliza Creek/Restoration (Dam) Project
- Dunes Marshes Grant The Grant for up to $240,000 has been approved and a $60,000 private donor match has been donated. The Township will give credit to the funding source for support of the project, in press releases, newsletters, graphic displays of site plans meant for public presentations and in other public forums. The funding source will be listed as the Great Lakes Coastal Restoration Grant, provided through the Michigan Coastal Management Program, Michigan Department of Environmental Quality and the National Oceanic and Atmospheric Administration, U.S. Department of Commerce.
- Master Plan Grant
- Sewage Treatment Lands.
- West Nile Virus Greatest risk is from summer and nighttime mosquitoes. Spraying is a risk to people and land due to our large exposure to water. A handout from the Health Department re community and personal care is available at Eagle Harbor Township Hall or Health Department.
- Water system estimates-Estimate to replace the undersized water main now in use in Eagle Harbor and cost of construction of 100,000-gallon ground level reservoir would be approximately $2,100,000. We would need easements over private property on "the hill" before any water lines could be installed or before a complete project with grant/loan funding could be done.
- Bear Issue DNR is not trapping bears that are dining on contents of bird feeders and garbage cans. Bird feeders should be taken down and garbage cans should be moved inside. If you continue to have problems you should notify the DNR.
- Camper Issue A court date has been set in October for Greenwood Complaint. A possible camping ordinance was presented to the board for consideration.
- Planning & Zoning Training Program The program which has been funded by the County will be held June 23, in Copper Harbor.

911 COMMITTEE Doug Schubert County should have road signs installed by July. We should have the new addressing and enhanced 911by fall.
PARK COMMITTEE George Hite No Report. Doug Sherk reported that George had updated him by e-mail re Master Plan progress at their May 23rd meeting.
RECREATION COMMITTEE Barb Sickler Thanks to Ann Johnson for the donation of balls. Fourth of July Celebration will be on July 4, 2003. Parade registration at 9 a.m. Parade at 9:30 a.m. Volunteers are needed for activities and food preparation. Canoes are needed for the canoe races at the beach. Popeye run will be Saturday, July 5, 2003. Registration at the ball yard at 8:30 a.m. Bridge night will be on Tuesdays. During June, meet at the Township hall and in July and August it will be held at the Community Building.
SOLID WASTE COMMITTEE Doug Schubert - Mike Braman is doing a good job. The solid waste site looks good and clean. Committee met on Monday, June 9 to discuss Junk Jettison Day. It is officially set for Sunday, July 27; from 9 a.m. to 5 p.m. Flyers will be posted.
VOLUNTEER FIRE DEPARTMENT Mike Radigan Beach Fires should be extinguished. It is against the law to leave a fire unattended. If you see an unattended fire you should call 911and report it.
WATER COMMITTEE John Wakeman - Committee met June 2 at the Township Hall. Items discussed:

9. Finke recommendation - curbside shutoffs be installed as new system is being built.
WATER SYSTEM OPERATOR Rick Finke Water is safe to drink. Copper & lead samples will be taken in July. Rick Finke read his letter of resignation effective June 30, 2003. MM/S Ellis/Lantz to accept his resignation. Motion carried unanimously. Don Keith has consented to be acting Water Systems Operator until a new employee is hired. Vacancy will be posted immediately.

OLD BUSINESS
- Generator Bids reviewed. MM/S Lantz/Johnson to forget about the generator. Fire Chief Mike Radigan disclosed the fact that the Firemen and First Responder radios do not work during a power outage and the generator is needed to keep the radios operating. Lantz withdrew his motion. MM/S Lantz/Olson to get more information on the bid from Kesanen and review at the July meeting. Motion carried unanimously
- Little Grand Marais Tabled
- New Fire Truck Financing/Emergency Services Millage Resolution MM/S Olson/Lantz to adopt the resolution: The following proposition be submitted to a vote of the qualified electors of the Township of Eagle Harbor, County of Keweenaw, Michigan, at a special election to be held on Tuesday, August 12, 2003:

Millage Proposition
Shall the limitation on the amount of taxes that may be imposed on taxable property in the Township of Eagle Harbor, County of Keweenaw, Michigan, be increased by One Dollar ($1.00) per thousand dollars ($1,000) (1.0 mill) of taxable valuation for a period of fifteen (15) years, 2004 through 2018, inclusive, as new additional millage to provide funds to be used by the Township of Eagle Harbor to pay for a new fire truck, emergency medical care equipment and related capital improvements for fire protection purposes for use by the Township of Eagle Harbor? It is estimated that 1 mill would raise about $25,000 when first levied in 2004.
Roll Call Vote- 5 ayes, 0 nays. Resolution Passed.
- Township Water Service Policy/Plans MM/S Sherk/Lantz to adhere to service agreement. Water operator & employees will not enter residences or buildings except to read and service meters. Water operators and employees will not turn on or off valves inside the building. There should be an owner or representative of the owner on the site when the water is turned on or off. Policy adopted unanimously.
- Request for County Funds MM/S Johnson/Lantz to Table. Motion passed unanimously.
- Backup Water Employee MM/S Johnson/Olson to increase Don Keiths Backup Water Operator contract to $400 per month during training period for new Water Operator, and to amend the budget to cover the increase in Account 55100- Professional Services (Contract). Roll Call Vote. Motion passed unanimously.
MM/S Johnson/Lantz to allow Supervisor to make other water system employee changes
that follow the general guidelines of the ordinance and that stay within the budget for the
current fiscal year. Motion passed unanimously.
- Community Building Employee Janitorial person is needed for Community Building for the summer, and for the Township Hall public restrooms and office cleaning. A salary or wage has not been determined. Position will be posted soon.
NEW BUSINESS
- Fire Hall key for Water Department The Fire Department does not use the tool stored in the Fire Hall. It will be stored either at the pump house or some other place readily available to the Water Department. Therefore there is no need for the Water Department to have a key to the Fire Hall
- Service Fee Distribution MM/S Lantz/Ellis to pay the water operator the entire $20 service fee for excess turn ons, etc. Motion defeated 1-4. MM/S Johnson/Olson to pay the Water Operator $15 and deposit the remaining $5 in the Water Fund for administrative costs. Roll Call Vote. Motion passed 4-1.
- Extra Principal Payment on Fire Truck MM/S Sherk/Lantz to make an additional principal payment of $15,000 on the fire truck. Roll Call Vote. Motion Passed 5-0.
- Pig Roast Letter from Bill Smith requesting use of Fire Hall and Ball yard for annual pig roast. MM/S Johnson/Sherk to allow this use. Motion carried unanimously.
- Solid Waste Hearing Hearing on the special assessment roll for Solid Waste Special Assessment will be Monday, July 14, 2003 at 6:30 p.m. at the Community Building. A mailing list for notices is needed and an assessment roll will be prepared before the notices are mailed.
- Dunes Marshes Resolution MM/S Lantz Olson to adopt the resolution for the Dunes Marshes Grant. Roll Call Vote. Resolution adopted unanimously.
- Additions to Keweenaw County Recreation Plan Supervisor Sherk presented attached list of additions to the County Recreation Plan. MM/S Lantz/Ellis to request the items on this list be added to County Recreation Plan. Motion passed unanimously.
- Election Committee Meeting - Committee Meeting set for Friday July 11, 2003, 10 a.m. at the Township Hall to select Election Workers for the Special Election on August 12, 2003.
- Resolution to Increase Casual Labor Wages MM/S Olson/Sherk to raise casual labor to $8.00 per hour for hours worked. Roll Call Vote. Motion passed unanimously.
- Telecommunications Resolution MM/S Johnson/ Ellis to adopt the Telecommunications Resolution. Roll Call Vote. Resolution passed 5-0
- Beach Project Fred Kellow presented a project for removing the stones and rocks from the beach. New Beach grooming law needs to be clarified. Fred will check it out. MM/S Johnson/Ellis to table. Motion passed unanimously.
