EAGLE HARBOR TOWNSHIP BOARD

July 08, 2002

CALL TO ORDER AND PLEDGE OF ALLEGIANCE: Supervisor Douglas Sherk, at the Eagle Harbor Community Building in Eagle Harbor, called the regular meeting of the Eagle Harbor Township Board to order at 7:00 p.m. on July 8, 2002. Supervisor Sherk led the Pledge of Allegiance.

MEMBERS PRESENT: Supervisor Sherk, Clerk Olson, Treasurer Johnson, Trustees Ellis and Lantz

MEMBERS ABSENT: None

AGENDA APPROVAL AND ADDITIONS

Additions to the agenda: to the Supervisor’s Remarks and Correspondence: Payment in lieu of taxes; Home occupation update; Old TV cable.

Added to New Business: Treasurer request for authority to negotiate fees with banks.

MM/S Lantz/Olson to accept the agenda as amended. 5 Ayes, 0 Nays - Agenda was approved.

CONSENT AGENDA APPROVAL

MM/S Johnson/Ellis to approve Consent Agenda.

GUEST: Lori Hauswirth- WUPPDR Update-Doug Sherk introduced Lori. Lori represents WUPPDR and works with the County Board and Land Use Planning Committees to establish a Land Use Plan for Keweenaw County. Lori displayed maps and provided the Vision Statement for Keweenaw County. Maps to be kept at Eagle Harbor TWP Hall. Land Use Planning Committee also has maps. Vision statement identifies goals, policies and land use plan as guidance in achieving these goals. The plan addresses future growth and development; preserving public open spaces; protecting our ecosystem; preserving our heritage; promoting tourism; and sustaining our forests. The plan encourages decision making consistent with our Vision, through zoning and classification of land. A 7:00pm Special Board meeting of the Land Use Planning Committee was set for July 9, 2002. Public is welcome to attend. On August 7th a countywide meeting is planned for input.

BEACH COMMITTEE – Fred and Colleen Geis – No Report

CEMETERY COMMITTEE – Ginny Schubert –No Report

SEXTON COMMENTS –Mike Braman – No Report

COMMUNITY BUILDING– Nancy Clarkson –Request for vinyl accordian door to close off kitchen area when air-conditioning is turned on. After discussion, Doug Sherk approved purchase of blinds for windows on West side of building instead of going directly to a vinyl door. Air-conditioning is to be left on early in day to cool the room. Nancy is looking into cost and availability of cloth type suspended ceiling and wall panels for acoustics. Kitchen floor is to be replaced by Rowe by month end. Nancy needs volunteers to stack and box Community Yard Sale collection items from 9-12 on Saturday morning. Volunteers are also needed to work the Yard Sale. Euchre session Sunday July 28th at 6:30pm. There has been a request to use Community Building tables and chairs for a private wedding at the end of the month. After much discussion, a policy was adopted: Tables and chairs are part of the Community Building and may not be removed from the premises for private functions. HAZARD MITIGATION COMMITTEE – Kris Callog – No report

HEBARD PLAT COMMITTEE – Jeane Olson – No Report

LAND USE COMMITTEE – Barbara Been- No Report

911 COMMITTEE – Ginny Schubert- GPS coordinators were in town today. New addresses will be presented to Ameritech. New street signs will be in place in next 6 months. Mailing address, street addresses and fire numbers will be the same. 911 is in effect, though not enhanced. Homes and businesses in town to have 3 digit numbers. Homes on M-26 to have 4 digit numbers. Ginny checking to see if cell phones will work with 911 calls. Emergency phone #337-2211 may still be used. We may want to look at relocating mailboxes at some future date.

PARK COMMITTEE – George Hite- No Report

RECREATION COMMITTEE – Barb Sickler – Thanks to recreation committee Wayne Sickler and Ann Boggio. Thanks to all 4th of July volunteers. Ann Boggio- parade, Mary Byers- food, Sue King- donations, and Jay Saunders- canoe race. Thanks to our local orchestra. Total of 57 volunteers helped with July 4th celebration. $2,700.00- $2,800.00 total cost for celebration. $3,000.00 was collected. Excess funds collected were donated to the TWP for children’s things. The spring pony in Ball Park was donated. There is new sand in Volleyball courts and Sand Box. Monkey Bars are repainted. Basketball courts have new backboards, nets and rims.

SOLID WASTE COMMITTEE – Bruce Olson – Sunday July 28th is Junk Jettison Day. Volunteers are needed.

VOLUNTEER FIRE DEPARTMENT – Mike Radigan – No Report

WATER COMMITTEE – John Wakeman – No report

WATER SYSTEM OPERATOR – Rick Finke – All samples are good. Consumer Confidence Report was posted prior to 7/01/02 as required by federal regulations. Will test in future for lead, copper and radioactivity.

WELLHEAD PROTECTION – Rick Finke – No Report- Letter to Doug Sherk from DEQ. WHPA is approved as presented in our report.

OLD BUSINESS

 

NEW BUSINESS

 

    1. Use of Fire Hall for Bake Sale-Request for use of Fire Hall on Friday night before Art Fair and Saturday, August 10th. There was an oral request for fire trucks to be removed from Fire Hall overnight. After discussion, it was determined that trucks will not be left outside overnight. MM/S Lantz/Ellis to grant use of Fire Hall at 8:00am on Saturday, August 10th, 2002. 5 Ayes, 0 Nays- Motion carried.
    2. Nancy McCabe- Coordination of Food and Setup Blacksmith- Nancy will coordinate food with Fire Belle’s. Two Porta-Johns are required. Cost for one Porta-John has been donated. Signs for Bake Sale are to be posted on Fire Hall. Blacksmith to be set up near rummage sale-across from church. TWP will not be providing security. Signs to be posted-No dogs on beach. ZONING VARIANCE REQUESTS- None

PUBLIC COMMENT

Ginny Schubert- 8/10 and 8/11/2002, will be having a food booth to raise funds for a defibrillator.

Marilyn Ehrenreich- (As read on Keweenaw Today Web)- Power Company in Canada plans to come through north side of Isle Royale, running poles through Keweenaw to Chicago area.

Doug Sherk-DEQ has revised the permit for dredging Eagle Harbor. 500 cubic yards will be removed during the first year.

Mary Byers- Missing benches on beach. Can we have more made?

Jim Boggio- Benches are in poor repair and are at the Solid Waste facility awaiting repair by the prisoners. Jim urges townspeople to get involved and do some work in the community as there is a backlog of work awaiting the prisoners at this time. Green paint is available.

Mike Braman- There are 2-3 benches at Solid Waste facility, as well as circular bricks for fire rings.

Anna Roach- Anna and children offered to paint benches.

Ginny Schubert- Emptying of Trash Barrels. Coordinating duty with prisoners. Prisoners to empty barrels on Mondays.

Nancy Wakeman- CPR. Carol Engelman will teach an adult CPR class in August. Watch Channel 28 for details. Nancy has a sign up sheet for the class.

Anna Roach- Will swimming raft be returned to the water near beach? Insurance liability prohibits use of the swimming raft. There is a high risk of injury due to low water depth.
